Effective practices of government policies were seen concerning people’s well-being, according to the third nationwide inspection report in September.

Inspection groups surveyed local governments’ performance in improving employment and social insurance.

To stabilize employment and promote entrepreneurship, local authorities took measures to grow the new economy, such as e-commerce, and provide services for local residents, returning migrants and college graduates.

The results were rewarding. Employment remained basically stable. According to data from the Ministry of Human Resources and Social Security, from January to September, 10.67 million jobs were created in cities and towns, and 4.26 million laid-off people found new jobs.

People’s basic living was secured. Many people benefited from government policies in poverty alleviation, shantytown renovation and minimum allowance increases. Anti-poverty budgets at the provincial level surpassed 40 billion yuan, up 50 percent from the previous year, and between January and September, 5.77 million shantytowns were renovated. Meanwhile, 60 million low-income people have received a minimum living allowance.

Other efforts also paid off in improving elderly care services, medical insurance and education. This year, 2.8 billion yuan is expected to be used in the construction of 545 elder care institutions nationwide. And policies aiding students living in poverty have helped 91,000 students continue their college education.
