Li Wenzhang was appointed deputy secretary-general of the State Council and head of the National Public Complaints and Proposals Administration.

Shu Xiaoqin was removed from the posts of deputy secretary-general of the State Council and head of the National Public Complaints and Proposals Administration.

Luo Wen was removed from the post of vice-chairman of the National Development and Reform Commission.

Chen Gaihu was removed from the post of deputy head of the National Ethnic Affairs Commission.

Yang Jian was removed from the post of deputy director of the Liaison Office of the Central People's Government in the Hong Kong Special Administrative Region.
