Reform on tax administrative approvals help enterprises, market

As a solemn promise to taxpayers and determination to cut red tape, the central government launched another round of reforms on tax administrative approvals in 2015, based on previous efforts and good results.

As early as 2013, the State Administration of Taxation started reforms on tax administrative procedures and canceled or integrated 80 non-administrative approval items in order to reduce the burden on enterprises and inject vitality into the market.

In November 2015, the administration issued a circular requiring tax organs at all levels to provide “one window” services, accelerate online processing, and complete approvals within a time limit, benefiting taxpayers with an efficient and timely work flow.

Meanwhile, the administration is working on a new management mode in decentralization to clarify responsibilities and ensure an active and orderly market.

According to the document issued by the administration in February 2016, more efforts should be made to improve a pre- and post-approval management system, and implement the “Internet + taxation” action plan to promote a standard management of tax risks.

In addition, the overall implementation of the management system of value-added tax invoices and pilot programs in digital invoices have enhanced tax data analysis and risk controls.

According to the file released in February 2016, the administration continued to simplify and standardize seven remaining administrative approval items, allowing reform dividends to facilitate enterprises.
