A more “people-oriented approach” to development is expected in China’s 13th Five-Year Plan. I hope that this means foreigners living in China can contribute more to society and enjoy the benefits as well. For example, foreigners are charged higher school fees, even at semi-public ones, despite paying income taxes. I also hope that the yearly renewals of residence permits for foreigners can be part of the streamlining of public services and become a less frequent chore.
