I am a former 3G telecom expert. I think China must eventually open its mobile telecom sector to foreign investment and ownership. Foreign investors and operators must comply with Chinese law, policies, and guidelines. Foreign investors and operator entrance must be orderly and controlled, to prevent sudden destabilization or impact to entrenched operators and their client base. Current operators are followers rather than leaders in this technology space. Innovation is challenging.
