State Council executive meeting on April 15

The major tasks of this year’s economic reforms should be fulfilled and the reform process deepened to boost economic development, according to a statement released after a State Council executive meeting presided over by Premier Li Keqiang on April 15.

The meeting focused on 38 major tasks of this year’s economic reforms, involving simplifying administration and delegating power, finance and taxation, and improving people’s lives.

The meeting examined a report on economic reforms delivered by the National Development and Reform Commission; and instructed that reforms that represent the development features of the year and are beneficial to long-term development should be implemented. This will provide strong support for achieving this year’s economic and social development goals put forward in the Government Work Report, the statement said.

The five points stressed at the meeting are:

* To properly handle the relationship between the government and the market. Efforts need to be stepped up to streamline administration and delegate power, cancel more administrative approvals, and deepen reform of the commercial system. The government needs to provide more opportunities for mass entrepreneurship and innovation, and increase public products and services. The government also needs to continue to boost employment and improve the quality and effectiveness of economic growth.

* To focus on the current problems of the economic slowdown, and take reform measures to stimulate market vitality, including attracting social investment by promoting public-private partnerships in the public sphere to better unleash consumption potential.

* To better utilize the market mechanism by increasing basic public services in fields such as education, health and culture to promote social equality and improve people’s lives.

* To strictly implement reform policies and measures. Duties and responsibilities should be made clear; inspections and evaluations should be conducted; and reforms should be based on laws and regulations.

* To pool efforts of all regions and departments, and boost economic growth and employment with new reform measures.

The meeting also announced that the government has approved the construction of a nuclear power reactor using self-developed third-generation technology, Hualong One, to sharpen global competitiveness and attract investment at home.

The project will adopt the highest international safety standards, and improve on existing emergency plans to ensure the safety of construction and operation.

Technologies used in Hualong One reactor are based on experience gained after two decades of producing nuclear power for civilian use and have taken reference from the world’s top-notch designs.

Intellectual property rights for key technologies and equipment used in nuclear power plants will facilitate the country’s efforts to explore third party markets, the meeting said.

The construction of nuclear power plants is in line with the international trend of replacing fossil fuels with clean energy and upgrade the industrial structure. It is also in accordance with China’s long-term plan to expand nuclear power capacity.
