Openness in governmental information affairs is not simply publishing information, but is the basic management tool of a modern government, Premier Li Keqiang said at a telecommunication conference to streamline administration and combining power delegation with enhanced supervision and optimizing services.

“The most important thing that we should bear in mind is that to publish is a convention while not to publish is an exception,” the Premier said.

Sharing information will be beneficial to deepen reform, accumulate public opinions and experiences and provide public service and information support for innovation and entrepreneurship.

The government should make promise before disclosing information, enhancing communication during the process and getting feedback later. In this way, the government can always be supervised and the public will increase their trust toward the government.

The more information is published in a timely manner, the more people can participate in governmental affairs. Their political literacy will be improved. People’s awareness of rights and supervision also will promote the improvement of modern democratic politics.
