Premier Li stresses optimization of services, regulations

Premier Li Keqiang stressed efforts to optimize administrative services and regulations during a meeting with ministerial and provincial leaders in Shanghai on Nov 21.

The topic of the meeting was streamlining administration and delegating power to lower-level governments as well as administrative regulations and services.

Speaking about administrative regulations, Premier Li mentioned two popular family-owned snack bars in Shanghai’s Longtang (small streets) that were closed due to their location that did not conform to business certificate regulations.

Government departments should seriously think about how to properly execute regulations to benefit grass-roots small businesses.

Efforts should be made to further consider how to break constraints on social productivity, employment and entrepreneurship and stimulate the market, according to the Premier.

Streamlining administration and delegating power to lower-level governments as well as optimizing administrative regulations and services are crucial to structural supply-side reform and transformation of government functions, he said.

“Under the currently complex international economic context, they could motivate market vigor and social creativity, thus inspire huge potential in the Chinese economy,” he said.

Transformation of government functions should be made in government at all levels to bring more benefits to the people, he added.
