At the executive meeting on Nov 23, Premier Li Keqiang urged related departments to publish the list of occupational qualifications.

Required occupational qualifications should be published for the public, and no new ones should be added beyond the list, unless it is really necessary, said the Premier.

Since 2014, 319 vocational qualifications have been slashed, and the meeting added 114 more. So far, 70 percent of vocational qualifications by departments under the State Council have been eliminated.

According to the Premier, related departments should carefully review the canceled qualifications and identifications to prevent them from coming back under new names.

What is more important is setting up an open and transparent list of occupational qualifications, said the Premier.

Two days ago, while presiding over the seminar on administration streamlining, Premier Li said that an open and transparent list will help curb abuse of power by officials who seek bribes and avoid under-the-table operations, adding that transparency is a way to prevent corruption and increase efficiency.

During the seminar, many local officials stated that administration streamlining, fair supervision, optimized services, and particularly mass entrepreneurship and innovation in business system reform, have played an important role in withstanding the economic downturn and generating employment.

The government should transform its functions to inspire market vitality and social creativity. It is the fundamental policy for people’s well-being and China’s economic growth as a whole, said the Premier.
