On May 31, Premier Li Keqiang called for refined management and accountability systems in production safety, in an effort to enhance risk control capabilities.
He made the remarks in an instruction sent to a teleconference on implementing a regulation to reinforce accountability systems for local leadership in production safety.
According to the instruction, an effective mechanism covering infrastructure construction, risk screening, early warning and emergency processing is required.
The Premier also asked related departments to give more guidance to local authorities, and to make joint efforts in preventing serious accidents as well as securing the life and property of the public.
State Councilor Wang Yong addressed the conference, saying the regulation is a key institutional setting in production safety, and all measures contained must be firmly implemented.
Leading officials of local governments should be the first people responsible for their production safety, and those with negligence will be held accountable, he stressed.
He added that competent authorities and enterprises should fulfill their due responsibilities when implementing the regulation, to improve production safety and prevent major accidents.
