State Council attaches importance to express delivery regulations

The executive meeting of the State Council on Feb 7, presided over by Premier Li Keqiang, passed a draft of interim regulations in the express delivery industry.

At an executive meeting held last July, Premier Li pressed for a public inquiry regarding the draft. “We are seeking counsel from administrative departments, all express firms, and particularly the masses for the bond between their livelihood and the express industry,” he said.

With diverse public opinions taken into consideration, the draft express regulation was aligned with discreet supervision and innovative management. Multiple adjustments were introduced, including stipulations regarding delivery vehicles, wrapping materials, and infrastructure.

China should boost and regulate the express industry and grant regional authorities sufficient autonomy on this score. During this process, the self-regulation mechanism of the market ought to play a big part in cultivating and navigating emerging business modes, said Premier Li.

The draft regulation will remain provisional and expect alterations, in a bid to accommodate the ongoing development of the express industry, the Premier added.
