Premier values proposals, suggestions from two sessions

At the State Council executive meeting presided over by Premier Li Keqiang on Feb 11, a report on processing proposals from the National People’s Congress (NPC) and the Chinese People’s Political Consultative Conference (CPPCC) in 2018 was heard.

Premier Li said processing proposals from NPC deputies and CPPCC members is important for the government to act according to laws and accept people’s supervision.

“This year’s two sessions is coming near, and the government should innovate processing, raise efficiency, and study suggestions for scientific and democratic decision making,” he added.

According to an official from the General Office of the State Council, 6,319 suggestions and 3,863 proposals from NPC deputies and CPPCC members were processed under the lead of the State Council last year.

China, Premier Li said, is a country under the rule of law, and the NPC and CPPCC are important and irreplaceable channels to reflect society and public opinions.

“We should carefully study, accept, and process their proposals, and it is a legal procedure that must be performed by administrative bodies,” Premier Li said.

Every year, the State Council routinely studies proposals and assigns tasks to related departments at its executive meeting after the two sessions.

“NPC deputies’ suggestions and CPPCC members’ proposals reflect voices from various social walks and appeals of the grassroots. The government should adhere to good traditions, while improving the work of dealing with these suggestions and proposals to stride towards a higher goal,” the Premier said.

He added that the State Council submits the Government Work Report to the NPC during the two sessions every year. The NPC deputies examine and discuss the report and CPPCC members offer their advice, as supervision over government work and a reflection of people’s will.

This year, related departments should not only give priority to NPC deputies’ suggestions and CPPCC members’ proposals, but also should listen carefully to opinions and advice that fails to be included in formal suggestions and proposals, the Premier said.

He required that related departments should take the coming two sessions as an opportunity to solicit public opinions and wisdom to make solid foundations for government work of the whole year.

Premier Li said China remains a developing country in the primary stage of socialism, with many development and livelihood problems to be solved, so the government must fully listen to opinions from all sides and strive to solve these problems seriously.
