Consider enterprises in policy: Premier

Premier Li Keqiang has pressed policymakers to consider the perspectives of enterprises and industrial associations.

The Premier further called for policymakers to acknowledge real-world situations for enterprise, and to respect public opinion.

He made the remarks while presiding over a State Council executive meeting on Feb 20.

The government, prior to establishing regulations and policies, should listen to enterprises, as they are susceptible to complications and changes in the market, the Premier said.

According to Legislation Law and related regulations, Premier Li said that public opinion should be considered in the policymaking process.

Enterprises and industrial associations’ opinions should be sought during the policymaking process, which will promote democratic decision-making and law-based administration.

Regulations and policies made without consideration of these opinions will be detrimental to enterprises, Premier Li said.

“The market will punish those policymakers who turn a blind eye to the voice of market entities,” the Premier said.

Targeted regulations and policies should be established, which require the government to follow up with enterprises’ needs.

Legally confidential information aside, the public’s opinions should be collected through various channels, the Premier said.

A buffer timeframe should be set to allow enterprises to fully prepare for implementing regulations and policies, he added.

“Administration should stay up-to-date to the public, with the formulation and implementation of regulations and policies being transparent,” the Premier said.
