The modernization of the government’s administrative capacity needs deepening of administration reform and a change in the functions of the government in the new era which can be achieved by streamlining administration, delegation of power, and improvement in services.

Premier Li Keqiang made the remarks at a videophone conference to promote administration reform in Beijing on May 12.

The Premier quoted The Book of Rites and the Analects of Confucius to explain the old saying in the Government Work Report: Chinese history teaches us that the key to administration lies in respect for people and implementation of simple policies.
