In his government work report delivered at the opening session of the NPC last week, Premier Li Keqiang made a commitment to solve tough issues in urbanization.

Premier Li said China will promptly implement reforms to the Hukou, or the household registration system, and relax controls over transfer of the Hukou. A concrete commitment was made on “ensuring migrant workers can become urban citizens”.

On the issue of urban planning, there are plans to control the size of the population in mega cities, while at the same time enhance the carrying capabilities of smaller cities and counties. The idea is to provide migrant workers an urban life close to their hometowns.
