State Councilor and Public Security Minister Zhao Kezhi urged strengthening the rule of law in public security work and credibility in law enforcement, for the goal of building a socialist legal system with Chinese characteristics and a socialist country based on the rule of law.
To that end, public security forces should stay loyal to the Party and serve the people with fair law enforcement and strict discipline, Zhao said.
The Party’s leadership is the fundamental guarantee for advancing China’s law-based governance in an all-around way, and should be followed in public security too, he said.
Zhao stressed sticking to the path of socialist rule of law with Chinese characteristics, and turning the advantages of the country’s socialist system into governance efficiency.
The ultimate aim of overall law-based governance, he noted, lies in lawfully safeguarding people’s rights and interests, to enhance their sense of gain, happiness and security.
Zhao also stressed the primacy of guarding against political security risks and maintaining national political security in law enforcement.
To ensure social stability, efforts should be made to improve governance at the grassroots level and the integrated mechanisms for dispute settlement, as well as avert severe and major road traffic accidents and calamities related to public security, he said.
The state councilor urged creating a new mechanism to mobilize all police officers to cooperate online and deepen global collaboration in law enforcement to combat internet-based crimes that are transnational, transborder or transregional.
For better administrative services, "Internet Plus public security administration services" should get a boost, Zhao said.
He stressed enforcing laws in a strict, regulated, fair and civilized manner for social fairness and justice, and reforming the mechanism for overseeing law enforcement powers to ensure they are duly exercised as permitted by law.
Applying the rule of law also requires high-quality public security personnel with both ability and integrity, he added.
