China is accelerating steps to push forward the construction of data infrastructure, and carry out reform related to the market-oriented allocation of data elements, said Liu Liehong, head of the National Data Administration.
Liu made the remarks at a forum at the second Global Digital Trade Expo, which kicked off on Thursday in Hangzhou, Zhejiang province.
Liu said the administration is pressing ahead with a series of works, such as improving the basic systems for data, promoting the circulation, transaction and utilization of data, bolstering data infrastructure construction, advancing research of key technologies in the data field, and strengthening data security governance.
The construction of data infrastructure, together with the implementation of basic systems for data, and development and utilization of data resources, will all play a role in solving core issues of data elements, including the confirmation of data-related property rights, revenue distribution, circulation and trading, and security governance, he added.
Meanwhile, the data infrastructure is also of great importance in expanding the scale of the data industry, and promoting the high-quality development of the digital economy, Liu said.
