China has invested nearly 900 billion yuan ($124.4 billion) in the protection of key national ecological functional areas, which account for over half of China's land territorial area.

In 2008, the central government introduced a transfer payment policy for funding such areas. These areas aid soil and water conservation, wind prevention, sand fixation and biodiversity conservation.
