A regulation on government inspection was passed at the State Council executive meeting on Dec 1, 2020 and went into effect on Feb 1, 2021.

As a systematic summary of the long-term practice in government inspection, the regulation is an important legislation result to optimize the administrative supervision system and improve the supervision system of the Party and nation, the circular, stressing its implementation, noted on Feb 10.

It is also a significant move to enhance Party leadership, implement law-based governance and promote modernization of the State governance system and ability.

To fully grasp the spirit and essence of the regulation, the circular called for sticking to the leadership of the Party with a solid faith in the people-oriented concept in inspection.

Problems should not only be found, but be effectively solved, the circular said.

Meanwhile, government inspection should propose corrective suggestions for improper regulation documents, policies and measures, and reflect the opinions of the general public to support governance.

Punishment and rewards should be applied to give full play to incentives and constraints in government inspection, the circular said, adding that the scale, frequency and time limit should be strictly controlled to rule out formalism and bureaucracy.

According to the circular, inspections should be led by inner-Party supervision and be conducted in coordination with supervision in other administrative fields.

It also called for enhanced talent building with a clear division of responsibilities in this regard.
