An urban parking system will be built throughout China by the end of 2025, mainly consisting of supporting parking facilities, with off-street and on-street parking to be adopted when necessary, said a circular issued by the General Office of the State Council on May 21.
It said that new residential communities should build parking lots in accordance with the city’s parking plan as well as the community construction standard. And cities where conditions permit should promote the campaign for urban renewal, by expanding or building new parking facilities.
Measures such as resource sharing, price adjustment and temporary parking should be adopted to meet the demand for parking around schools, hospitals, office buildings and other key areas, according to the circular.
In addition, it urged efforts to strengthen linking between parking and public transportation, and push forward the construction of Park & Ride facilities at suburban rail transit stations in large and medium-sized cities.
New technologies such as big data, internet of things, and 5G, and new modes such as Internet Plus should be adopted to develop applications that provide smart parking services, it said.
Social capital is encouraged to invest and operate parking facilities through modes such as Public-Private Partnerships, the circular said.
