The State Council has agreed for Hebei, Zhejiang, Hubei provinces to pilot reform on standardized management of administrative record-filing, according to a reply sent to the provincial governments in June.
The pilot program will last a year, from July 1, 2021 to June 30, 2022, covering all administrative record-filing matters in provincial, city and county governments.
According to the document, the management system should be improved to sort out and strictly standardize all administrative record-filing matters. Legal items, standardized procedures and quality services will be guaranteed to help reduce burdens for enterprises and the people, and boost vitality of market entities.
The pilot effort should provide experience that can be replicated and extended for nationwide reform in this regard.
In specific, materials required should be cut down, with procedures shortened, time and cost reduced.
Online services and integration of services via the national administrative service platform were also emphasized, with efforts urged to focus on frequently requested services by enterprises and the people to explore intelligent record-filing.
Data standards should be formulated and data information systems connected in boosting data collection, sharing and utilization, the document concluded.
