China has decided to fully implement list management for administrative licensing items, according to a circular released by the General Office of the State Council on Jan 30.
By the end of 2022, a nationwide list management system for administrative licensing items that clarifies rights and responsibilities at different levels must be established; lists at the national, provincial, city and county level must be formed to cover all administrative licensing items according to the law.
List of administrative licensing items at all levels must specify the name of the items, departments in charge, implementation organs, settings, and implementation basis among others.
Before the draft laws, regulations and rules set new administrative licenses or make adjustments, the drafting department shall comprehensively research and demonstrate their utility.
No illegal or disguised administrative licensing items are allowed beyond the list.
