China’s State Council has approved the overall plan for reconstruction after torrential floods in Zhengzhou, capital of Central China's Henan province, according to a circular released on Jan 30.
With security and people’s livelihood in mind, the circular urged the completion of all reconstruction work with high standards and quality, full recovery of work and life in disaster-hit areas, self-development for the area as well as high-quality economic and social development.
The government of Henan province should take overall responsibility, the circular read, with State Council support in terms of planning, funds and policy.
The National Development and Reform Commission should play its role in coordination as well, according to the circular.
