The State Council released a notice on Oct 28, aimed at navigating the construction of a national integrated government big data system.
As the notice said, China will continue to strengthen data convergence, integration, sharing, openness, development, and utilization; promote the orderly flow of data in accordance with the law; and push forward the construction of government data platforms based on actual conditions, in a bid to continuously improve government management and service efficiency.
To that end, three key tasks should be fulfilled, which are: clarifying the government data management responsibilities, forming a data resource system for government affairs, and completing basic government data facilities.
By the end of 2023, the national integrated government big data system will be formed. By 2025, the system will be further improved, with more efficient government data management and directory management of all the resources.
The national integrated government big data system includes three types of platforms: the national government affairs big data platform, acting as the general hub of government affairs data management in China; a provincial-level platform built as a whole by 31 provinces (autonomous regions, municipalities) and Xinjiang Production and Construction Corps; and the government affairs data platform of relevant departments of the State Council. The latter two are responsible for the catalog preparation, supply and demand connection, aggregation, integration, sharing, and opening of government affairs data from their localities or departments.
The notice stressed the integration of data resources, data sharing and switching, data services, computing facilities, standards and specifications, and a security guarantee.
