China will conscientiously implement the guidelines on deepening the reform of coordinated administrative law enforcement of emergency response to build an authoritative and effective system with consistent rights and responsibilities, according to a circular released by the State Council on July 14.
The guidelines were released jointly by the General Office of the Communist Party of China Central Committee and the State Council General Office.
The document stressed the need to advance coordinated administrative law enforcement of emergency response by setting up law enforcement responsibilities and allocating the resources through overall planning, so as to solve the problem of overlap and duplicate enforcement and promote strict, procedure-based, impartial and civil law enforcement.
A unified catalog for guiding law enforcement will be compiled, the circular said.
Source management will be strengthened. Any administrative penalty or compulsion matters in emergency response field with no legal basis will all be cancelled.
Accountability should also be reinforced, the circular added.
Law enforcement conducts will be regulated by removing vague provisions in administrative law enforcement and reducing the room for discretionary power, and the whole-process and the outcomes should be traceable online.
Law enforcement efficiency will be improved to deal with the prominent problems that cause strong public concern.
The circular emphasized enhancing the organization and implementation of the reform.
