The General Office of the State Council released a circular on Aug 22 to promote electronic management of documents for government services in all industries and fields, in order to support e-government services and benefit enterprises and the public.
According to the circular, the measures apply to the archiving of electronic documents for government services and the management of electronic records handled by government service institutions.
Electronic documents for government services can be archived electronically and transferred to related departments, and will no longer be archived and transferred on paper unless otherwise provided by laws and administrative regulations, the circular said.
The circular said that the National Archives Administration and the General Office of the State Council are responsible for the overall planning and coordination of archiving.
In general, the electronic documents of government services should be archived online in real time, and offline archiving should be completed before the end of June of the next year, the circular said.
Meanwhile, government service institutions at all levels should actively promote the sharing and utilization of their electronic documents and archives through government service platforms, in line with relevant laws and regulations in national network security and data security.
