The State Council approved an overall development plan for Qianhai Shenzhen-Hong Kong Modern Service Industry Cooperation Zone, according to an official reply released on Dec 13.

The circular said that the government of Guangdong province should earnestly intensify organization and leadership of the implementation of the plan, the guidance and coordination of major issues in the reform and development of the zone, and the inspection and supervision of the implementation.

In the meantime, the Shenzhen government should clarify the distributions of work and responsibilities, formulate annual work plans, and optimize allocation of resource factors, the circular said, adding that sound policies, measures and practices of the cooperation zone should be summarized promptly to form experience that can be replicated and extended.

The circular also noted that relevant departments under the State Council should ensure policy implementation and strengthen guidance and support in accordance with their functions.
