China revises contingency measures for the administration of unexpected events

The State Council approved the revised measures for the administration of contingency plans for unexpected events, as the contingency plan for unexpected events released on Oct 25, 2013, was annulled, according to a State Council circular issued on Feb 7.

It is aimed at enhancing the systematic construction of contingency plans for unexpected events and further regulating the administration of contingency plans to make the plans more targeted, practical and operable.

According to different formulating subjects, the contingency plans are classified into two categories. One is the contingency plans of governments and their departments, the other is the plans of enterprises, institutions, and grassroots organizations.

Special and departmental contingency plans to provide guarantee for communication, transportation, medical rescue, material supplies and funds should specify the organization and command mechanism, major tasks, and resource layout and distribution, the circular said.

For the protection of important infrastructure, lifeline projects and other important targets, the contingency plans should clarify key functions and parts, hidden risks and preventive measures, monitoring and early warning, information reporting, emergency response and emergency recovery.

The preparation of contingency plans for major events should focus on organization and command system, main tasks, safety risks and preventive measures, integrated emergency response, monitoring and early warning, information reporting, emergency management and evacuation organization and routes.
