The State Council rolled out a plan for its 2024 legislation work, according to a circular released on May 9.

The legislation intends to strengthen weak links and fill vacancies, exert its role in consolidating the most fundamental aspects, stabilize expectations, and contribute to long-term benefits. It should provide a strong legislative guarantee for building a strong country and the great cause of national rejuvenation through a Chinese path to modernization.

The legislative work will center on high-quality development, government self-construction, strategies of rejuvenating the country through science and education, and strengthening the nation through culture, the plan said.

It also underlines people's wellbeing, green development, the system of rule of law regarding national security, and the construction of foreign relations based on the rule of law.

According to the plan, 21 draft laws will be submitted to the Standing Committee of the National People's Congress for review, and 30 administrative regulations are on the agenda for formulation and amendment.

Pressing legislation on deepening comprehensive reform, government function transformation, national security, as well as those on national defense and modern construction of the army are also expected to be completed.
