China will upgrade four provincial development zones to national economic and technological development zones, according to a circular released by the State Council on Oct 30.

The four zones are Huadu economic development zone of Guangzhou city, Guixi economic development zone of Jiangxi province, Fuling industrial park of Chongqing municipality, and Shenyang finance and trade development zone.

The circular asked local governments of related provinces and municipality to actively participate in the construction of the new development paradigm and promote in-depth reform and high-quality development through high-level opening-up.

They should give full play to the exemplary and leading role of national economic and technological development zones in improving high-level opening-up, participating in high-quality construction of the Belt and Road Initiative, and developing new quality productive forces based on local conditions, the circular said.
