The State Council has approved a national territorial spatial plan for Qinhuangdao, in North China’s Hebei province, for the 2021-2035 period, according to an official reply issued on Nov 29.
As per the reply, by 2035, the total area of cultivated land in Qinhuangdao should be no less than 2.5197 million mu, of which the protection area for permanent basic farmland should be at least 2.228 million mu, and the red line area for ecological protection should not be less than 1,998.65 square kilometers.
Qinhuangdao should actively participate in the construction of the Beijing-Tianjin-Hebei city cluster and strengthen cooperation with cities in the Bohai Rim and Northeast China.
To promote the integration of land and marine development, Qinhuangdao should optimize and improve the service guarantee strength of Beidaihe district.
Efforts will be made to improve the ability of water resources conservation in the northern Yanshan Mountains.
The circular also stressed efforts to strengthen the coordination of functions of Qinhuangdao Port and other ports in the Bohai Rim.
To shape the distinctive landscape features of a coastal city that has both mountains and seas, the protection of scenic spots including world cultural heritage such as the Great Wall (Qinhuangdao section) and Beidaihe, as well as the national and cultural city of Shanhaiguan District of Qinhuangdao, should be strengthened.
