Changchun’s territorial spatial plan approved

The State Council has approved a national territorial spatial plan for Changchun, capital city of Northeast China’s Jilin province, for the 2021-2035 period, according to an official reply released on Jan 9.

According to the reply, by 2035, the total area of cultivated land in Changchun should be no less than 26.7883 million mu, and the red line area for ecological protection should not be less than 659.90 square kilometers.

Changchun is asked to deeply integrate into the joint construction of the Belt and Road, while accelerating the building of an urban system with regional coordination and urban-rural integration, and promoting the integrated development of industries and city in Changchun New Area.

Efforts should be made to consolidate the windbreak and sand-fixing forest belts in the western region, create a stable and suitable ecosystem for the protection of black soil, and expand the production space for characteristic and advantageous agricultural products, the reply said.

The city should optimize its functional structure and spatial layout, give priority to ensuring the spatial demands for the development of scientific and technological innovation and the film and culture industry, enhance the driving capacity for regional innovation, and build stronger capacity in advanced manufacturing.

The functions of the aviation hub and railway hub should be strengthened and the efficiency of water resource utilization should be improved, according to the reply.

The reply also said measures should be taken to actively and steadily promote the building of public infrastructure for both normal and emergency use, strengthen the prevention and control of floods, and optimize the regional layout of facilities for disaster prevention, mitigation and relief.

In addition, the spatial protection mechanism for cultural and natural heritage should be improved, and natural reserves such as Jilin’s Boluo Lake and the historical urban areas and historical and cultural blocks should be protected, the reply said.
