The State Council has approved a national territorial spatial plan for Guiyang, the capital city of Southwest China’s Guizhou province, for the 2021-2035 period, according to an official reply released on Jan 13.

According to the reply, by 2035, the total area of cultivated land in Guiyang should be no less than 2.756 million mu, and the red line area for ecological protection should not be less than 973.75 square kilometers.

Guiyang is urged to deeply integrate itself into the joint construction of the Belt and Road, collaboratively advance the large-scale development of China's western regions, and consolidate and improve its role in the new western land-sea corridor. In the meantime, it should align with the construction of the Guangdong-Hong Kong-Macao Greater Bay Area and the Chengdu-Chongqing economic circle.

Measures should be taken to solidify the ecological barrier of the northern section of the Wujiang River. The city should ensure the spatial demands for modern urban agriculture and optimize its functional structure and spatial layout.

The functions of the city as an aviation hub should be enhanced, with more opening-up efforts in Guiyang's aviation port. Strict measures should be taken to contain groundwater overexploitation. Geological disasters, such as landslides, should be better prevented and controlled.

The State Council also calls for displaying the local characteristics of nature and culture in urban and rural areas and improving the protection mechanism for the spatial layout of cultural and natural heritages. Management should be enhanced to better guide the height, colors, and other spatial elements of architecture along the Nanming River and Baihua Lake, according to the reply.
