Premier Li: Market vitality, creativity must be stimulated

Premier Li Keqiang called for efforts to develop market entities and stimulate market vitality and social creativity for consolidated economic growth.

Premier Li, a member of the Standing Committee of the Political Bureau of the Communist Party of China Central Committee, made the remarks at a national teleconference on deepening reforms to streamline administration and delegate powers, improve regulation and upgrade services, and development of market entities, on June 2.

With balanced work on epidemic prevention and economic and social development last year, the government innovated implementation of macro policies, carried on administrative reform to meet the needs of market entities, he said.

These measures, Premier Li said, backed up enterprises and inspired vitality, providing strong support to stabilize employment and fundamentals of the economy.

This year, China's economy will continue its stable recovery, he added.

As domestic and overseas environments remain complicated, the new development concept should be upheld at a new development stage, and a new development pattern should be built for high-quality growth, the Premier stressed.

To address the concerns of market entities, macro policies on finance and employment should be effectively implemented in close integration with micro trends.

In addition, important reforms, such as administrative reform, should be deepened to support recovery of market entities, boost growth momentum and keep the economy running within a reasonable range, to lay a firm foundation for future development.

Premier Li said market entities are an important force in economic and social development.

Administrative reform, with a focus on cultivating market entities, energizing the market and stimulating the creativity of society, meets the demand of improving the socialist market economy as well as entrepreneurship and employment, he said.

He added that market entities have grown into the backbone of employment and source of wealth.

To resolve the difficulties facing market entities, he called on more work to further administrative reform and empower market entities, and reduce unnecessary interventions while strengthening supervision, promoting fair competition and improving public services.

These moves will encourage the people to start businesses and allow market entities to innovate, Premier Li said.

Business environment is the soil for the survival and development of market entities, he said, adding that continuous efforts should be made to build a market-oriented and law-based international business environment.

To build a market-oriented business environment, reform of the administrative approval system should be deepened, and unreasonable impediments to the development of enterprises should be removed, ensuring easy access and exit of market entities.

Additionally, market oversight should be innovated and improved, and all kinds of market entities should be treated equally, he said.

He urged efforts to crack down on monopolies and unfair competition, and protect the interests and development space of market entities, especially micro, small and individually owned businesses.

The bottom line of quality and safety should be firmly upheld, and government services should be further refined, ensuring market entities obtain due services according to rules.

Premier Li also called for improvements in laws and regulations related to the business environment, with a better system for intellectual property rights protection, and strict and impartial law enforcement.

To create an international business environment, efforts should be made to keep expanding opening-up and connect with general international rules, the Premier said.

Taking the Regional Comprehensive Economic Partnership agreement as an opportunity, China will implement higher standards on free trade and investment and IPR protection, and make bigger strides in institutional opening-up, he added.

Administrative reform is a reform of the government itself, Premier Li said.

He asked local governments and departments to shoulder more responsibilities in the reform, mobilize all parties to serve market entities and the public, solve their problems and increase their sense of gain.

The meeting was chaired by Vice-Premier Han Zheng, a member of the Standing Committee of the Political Bureau of the CPC Central Committee. Vice-premiers Sun Chunlan, Hu Chunhua and Liu He, and state councilors Wei Fenghe, Wang Yong, Xiao Jie and Zhao Kezhi also attended.
