BEIJING — A set of revised measures on the management of nursing homes is set to take effect on Nov 1, a civil affairs official said on Sept 17.
With seven chapters and 49 articles, the newly published measures include regulations on the registration, supervision, operation and legal liabilities of nursing homes, Xiao Dengfeng, an official with the Ministry of Civil Affairs, said at a press conference.
According to the measures, nursing homes shall be categorized into for-profit and non-profit institutions, Xiao said.
The document highlights the role of the government in running elderly care institutions to ensure that the basic needs of the poor population are met.
Nursing homes established by the government can be run by private organizations through entrusted management, leasing or other means, the document added.
The document also encourages providing extended facilities to the elderly, such as community elderly care and home-based services.
The original set of measures was introduced in 2013, with the recent update seeing 17 articles added and 29 articles amended, Xiao said.
