Premier Li Keqiang focused on simplification of business registration and pushing forward international cooperation on industrial capacity which he said are two of the major tasks of economic reforms for 2015, at an executive meeting of the State Council on April 15.

The Premier requested at a previous seminar that a unified business registration code must be realized this year, meaning the current three codes of industrial and commerce registration, quality inspection, and taxation must be integrated into one.

A unified business certificate involving the authorities of industry and commerce, quality inspection, and taxation must also be achieved this year, said the Premier.

The unification of business licenses and certificates aims to streamline business registration and reduce costs for companies.

More than 10,000 companies are now emerging every day as a result of the government’s efforts to simplify business registration and streamline administrative approval procedures, the Premier said.

“The government needs to deepen reform to help these startup companies survive and thrive.”

He also said that pressing ahead with international cooperation on industrial capacity is “another major task of the reforms.”

The Premier added that foreign leaders had responded positively to his suggestion concerning such cooperation.

Premier Li told foreign leaders that cooperation would play a great role in upholding the economies of both China and countries importing China’s excess production capacity.

The Premier also reiterated at the meeting of April 15 that the authorities should carry out reforms to maintain economic growth and ensure employment “as soon as possible.”
