China-Germany talks bring benefits to both countries

Premier Li Keqiang and German Chancellor Angela Merkel co-chaired the fourth round of the China-Germany inter-governmental consultation at the Great Hall of the People in Beijing on June 13.

After listening to reports from leaders of 26 departments of the two countries in areas of foreign affairs, economy, industry, finance, education, science and technology, transportation, environment protection, housing and construction, agriculture, business, judiciary, social insurance, and medical services, the two sides expressed satisfaction with the progress made in their cooperation, and reached a new consensus on deepening bilateral cooperation in various fields.

Premier Li said that Sino-German intergovernmental consultations have played an important role in coordinating and promoting bilateral cooperation, and brought tangible benefits to both countries as well as their people.

“The action plan on China-Germany cooperation, which was jointly formulated during the last consultation in Berlin, has continued to make new achievements,” the Premier said, adding that he hopes China and Germany can seize opportunities, put forward new ideas and initiatives for pragmatic cooperation, focus on key areas and difficulties in cooperation for the next stage, and promote Sino-German friendship and cooperation to a new level.

Premier Li said China and Germany should enhance high-level exchanges as the current global situation is complicated. Both countries should deepen strategic mutual trust, maintain a peaceful international environment, strengthen policy coordination within the G20 framework and oppose trade protectionism.

The connection of development strategy and intelligent manufacturing, and sustainable development cooperation should be carried out properly. Fiscal and financial cooperation should be further improved. Third-party market cooperation should be developed, and the China-EU bilateral investment treaty negotiations should be accelerated to make it more convenient for bilateral investment and personnel exchanges.

Premier Li stressed that Chinese economy is at an important stage of transformation and upgrading. It provides new opportunities for China-Germany cooperation through structural reform, especially supply-side reform; developing new economy and new driving force; and improving traditional driving force.

While promoting an innovation-driven strategy and mass entrepreneurship and innovation, China is willing to promote the cooperation of universities, scientific institutions and enterprises between the two countries. Bilateral communication in new type of urbanization, transportation and logistics, social insurance, medical treatment and rule of law can help increase mutual understanding between the two countries, create new opportunities and promote bilateral cooperation.

Merkel said the action plan on China-Germany cooperation has lifted the comprehensive strategic partnership to a new level. Over the past two years, the two countries have promoted implementation of the program through a series of bilateral dialogue mechanism. Germany, in the spirit of innovation, is willing to conduct in-depth dialogues with China, widely carry out bilateral cooperation in fields such as intelligent manufacturing, new energy vehicles, and third-party market, and actively strengthen people-to-people communication and non-governmental exchanges, in order to promote comprehensive development for both countries.

After the meeting, Premier Li and Merkel witnessed the signing of more than 20 cooperation documents involving over 10 sectors, including economy and trade, energy and education. The two sides will also issue a statement on the fourth round of the China-Germany inter-governmental consultation.
