Premier Li: Streamline permits for industrial products

Premier Li Keqiang said permits for industrial products and market access should be streamlined, in an instruction to a symposium on related reforms held in Suqian, East China’s Jiangsu province.

As China’s manufacturing industry grows and consumption is upgraded, costs for enterprises to get a market access are still rather high, he said.

To build a fair market environment, the pre-approvals process for industrial products to enter a market must be reduced to promote new technologies and quality products, the Premier said.

Meanwhile, he urged the government to conduct more effective supervision of products, especially those with high safety risk, so that fake and shoddy products will have nowhere to hide.

State Councilor Wang Yong attended the meeting.

He stressed that stricter supervision should go along with power delegation, to secure product quality and safety while lowering institutional costs.

“By stimulating more vigor for innovation and creativity, supply-side structural reform and industrial upgrade can be further promoted,” he said.

Wang said local authorities and departments should cut production licenses for industrial products, eliminate or merge similar approval items, and strengthen supervision of those whose licenses have been abolished.

More efforts should also be made to optimize service procedures with full implementation of digital licenses and paperless application, Wang added.
