Notice on adjusting management of some notifiable infectious diseases by the National Health and Family Planning Commission

Health departments (health and family planning commissions) in provinces, autonomous regions, municipalities directly under the central government; Xinjiang Production and Construction Corps; and the Chinese Center for Disease Control and Prevention:

Based on the Law on Prevention and Control of Infectious Diseases, the following are adjustments on some notifiable infectious diseases.

1. Human H7N9 bird flu is classified as a category B notifiable infectious disease. Influenza A (H1N1) is switched from category B to C and included in the existing flu management system. The prevention and control measures for category A infectious diseases are removed from the highly pathogenic avian influenza for humans.

2. Local health (health and family planning) administrative departments at all levels must pay special attention to the management adjustments of H7N9 avian influenza, influenza A (H1N1) and the highly pathogenic avian influenza. At the local level, the leadership should be strengthened, trainings for professional and technical personnel at medical institutions and disease prevention and control institutions should be carried out and monitoring, reporting, statics and information release work of infectious disease should be taken care of.

3. Medical institutions at various levels should strengthen medical personnel training, with a focus on technical documents, such as the H7N9 Bird Flu Diagnosis and Treatment Schemes (Edition 2, 2013), the Influenza Diagnostic Criteria, the Highly Pathogenic Avian Influenza Diagnostic Criteria and the Infectious Disease Information Report Management Standards. They should improve infectious disease diagnosis and reporting by medical staff. The reporting unit should fill the disease report card and submit it online within 24 hours after it confirms highly pathogenic avian influenza, H7N9 bird flu and influenza (including influenza A H1N1). A reporting unit that doesn’t have access to online reporting networks should fill in the case report card and send it to superior units within 24 hours after diagnosis. Medical institutions at all levels should standardize treatment work, maximize the successful recovery rate of severe patients, and reduce the deaths.

4. The Chinese Center for Disease Control and Prevention should strengthen communication and coordination between disease prevention and control institution at various levels, and finish adjustment and testing work of the infectious disease and public health emergency information report system as well as related special disease of report system before Oct 31, 2013. After November 1,2013 H7N9 avian flu will be classified as a category B infectious disease on Nov 1, 2013, and accumulative data must include all individual cases and events since Jan 1, 2013. Statistical rules remain unchanged for influenza A H1N1 and influenza from 2009 to 2013. The influenza A H1N1 information management system shall stop running since Jan 1, 2014, and be incorporated into influenza statistics. Statistical analysis rules for highly pathogenic avian influenza remain unchanged. With the guidance of corresponding health (health and family planning) administrative departments, disease prevention and control institutions at all levels should strengthen. They should strengthen monitoring, reporting, information verification and laboratory testing of influenza, H7N9 avian influenza, highly pathogenic avian influenza and other major infectious diseases in order to provide a scientific basis for making infectious disease prevention and control decisions. At the same time, local disease prevention and control institutions should strengthen communication with the Chinese Center for Disease Control and Prevention to ensure successful development of various follow-up work.
