BEIJING — The General Office of the Communist Party of China (CPC) Central Committee on June 25 published a document on consultative democracy work.
According to the document on strengthening the consultative democracy of the Chinese People’s Political Consultative Conference (CPPCC), a consultation system will be established involving the CPC, government and CPPCC organizations for certain major issues.
Also, if necessary, senior political advisers may be invited to attend meetings of the CPC or governmental authorities on key issues and such authorities should also keep political advisers properly informed to facilitate their work.
The document called for intensified efforts by the CPPCC when carrying out democratic supervision. Political advisers should also keep in close contact with the Party and governmental supervisory departments as well as news media.
The document said that CPPCC plenary sessions, special symposiums, regular biweekly consultation meetings, among others, needed to be further expanded and improved.
Also, the rights and duties of CPPCC members should be made clearer and stricter management will be conducted to ensure members properly practice their duties.
The document pledged to enhance the consultation capability of the political advisory body with efforts to promote advisers’ political identity, teamwork and competence when conducting research, and ability to listen to and collect public opinions.
It also stressed the role of the CPC’s leadership and the public’s support to promoting the CPPCC’s democratic role.
The document said socialist consultative democracy was a great creation of the CPC and the Chinese people, and the CPPCC system was an important component of it.
“Efforts to improve CPPCC consultative democracy work must adhere to the leadership of the CPC, the development path of socialism with Chinese characteristics and the provisions of the Constitution and the CPPCC Charter,” it said.
