The General Office of the State Council has published a document concerning its opinions on further strengthening government supervision and inspection - requiring local governments and departments to ensure the implementation of policies and increase the credibility and executive capability of the government.
The document published on Sept 5 said further strengthening government supervision and inspection is required to promote rational decision-making, improve government work, achieve goals concerning economic and social development, carry out the deepening reforms, and build a comprehensive well-off society.
The document made it clear that the main task of government supervision and inspection is to promote the implementation of major decisions and plans made by the Party and the government. This requires enhanced supervision and inspection concerning the implementation of the laws and regulations, decisions made by the government, and instructions and assignments from government officials.
The document proposed to constantly improve the mechanism of government supervision and inspection. A coordinated working system is expected to be established, with the government assuming leadership, the general office coordinating, and the supervision and inspection organ carrying out actions. The supervision and inspection of the implementation of policies will be pushed forward at different levels of the government. Relevant departments should coordinate to ensure policies are correctly implemented - and standards will be set concerning the work.
The new document also emphasized the need to establish a reliable system of government supervision and inspection. Progress of significant work should be reported before deadlines. Regarding the implementation of major decisions and plans, the authorities will carry out inspections, and a system will be established to inform the public. Misconduct in the implementation of important policies - like dereliction of duty and violation of discipline and law - will be dealt with severely. On-the-spot inspections will also be conducted regarding key issues in economic and social development.
The document called on all local authorities and departments to step up research on specific measures to further strengthen the supervision and inspection in the government. This includes methods to improve the organization and leadership of relevant efforts, put the supervision and inspection tasks on important agenda, enhance manpower and build a team with the courage to assume responsibility and the executive capability to ensure the implementation of policies.
