The State Council’s general office published a circular on April 9 to boost protection for intellectual property rights and penalize those who make sub-standard and fake goods.

Relevant laws and regulations covering various areas, such as e-commerce, patents, copyright and business data protection, will be established or revised in accordance with the market’s development, according to the circular.

Supervision and law enforcement will be enhanced to better deal with major topics in society, the circular said.

Producers of sub-standard goods who violate intellectual property rights in e-commerce will be traced and penalized.

Areas located between urban and rural settings will be better monitored to ensure the production and distribution of commercial goods are legal. Unauthorized gas stations will be closed down.

Key products made in China that are exported to Africa, Latin America, as well as countries along the Belt and Road Initiative, will be examined with extra attention to promote and ensure the integrity of Chinese goods.

Better technology and more advanced measures will be adopted to raise the efficiency of law-enforcement.

Information technology, like cloud computing, the Internet of things and mobile Internet will be used to trace sub-standard goods.

A system will established to clarify the responsibilities of government, enterprises and users in delivery services.

Judicial protection will be enhanced by promoting the coordination of law enforcement by administrative authorities and the criminal justice system, according to the circular.

Cases regarding those who violate intellectual property rights and other laws will be made public, the circular said. The government will provide further public education on intellectual property rights to raise the awareness of enterprises and citizens.

International cooperation will be deepened to better strengthen intellectual property rights protection globally. Meetings in this regard will be held with the US, the European Union, Russia, Brazil, Switzerland and other parties.
