Supervision and law enforcement in production safety is to be stepped up as the result of a State Council General Office circular issued on April 13.
The circular aims to promote rule of law, enhance production safety and improve the legal system. It is also intended to implement laws and regulations concerning safe production and safeguard people’s lives, property and health rights.
The document lists five major requirements:
To accelerate making and amending related laws and regulations. A standard system of production safety should be established and improved.
To supervise manufacturing enterprises and press them to take up their responsibilities. Accidents should be strictly investigated and handled.
To innovate mechanism concerning supervision and law enforcement. Blacklists of enterprises breaking production safety laws should be created by the end of next year and a nationwide network, open to the public, should be put into force by the end of 2018.
The last two points are to strictly regulate supervision and law enforcement and to strengthen supervision and law enforcement capacity.
The circular also demands related departments learn the importance of the issue and enhance their organization and leadership and perform their duty.
