The State Council General Office issued a circular on July 28, requiring timely implementation of major policies and measures.

From late-May to mid-June, the State Council carried out a second round of inspections on the implementation of major polices and measures.

According to the circular, the overall situation is good but problems remain, which requires timely rectification in 26 issues, including land approved by government for construction lying unused and funds lying idle.

The problems were found in 19 provincial regions, including Beijing and Tianjin municipalities and Hebei province, as well as nine ministerial-level departments, including the National Development and Reform Commission, the Ministry of Finance and the Ministry of Commerce.

According to the circular, in some regions figures were falsified to obtain subsidies from the central government, false data was presented on shantytown reconstruction, and affordable housing projects were allocated breaking rules.

The circular explicitly requires local governments and ministerial departments to make plans to tackle the problems, establish a long-term system to better implement major polices and measures, and prevent such problems recurring.

The State Council General Office will selectively carry out follow-up surveys to supervise progress.
