On April 11, the State Council issued a reply to the Ministry of Science and Technology and Liaoning provincial government, approving construction of the Shenyang-Dalian national innovation demonstration zone.

First, a national innovation demonstration zone based in two national high-tech industry development zones in Shenyang and Dalian will be set up.

According to the State Council, efforts should be made to build a technology innovation and entrepreneurship center in northeast Asia. It plans to turn the demonstration zone into a hub leading in high-end equipment research, development and manufacturing, and a trailblazer in economic transformation, innovation and entrepreneurship, and opening-up in northeast Asia.

Second, Shenyang-Dalian national innovation demonstration zone should carry out system and mechanism reform and innovation to explore incentives for stocks, scientific research projects and budget management, technology and financial integration, talent training and recruiting, industry-academy-research coordination, a service system for innovation and entrepreneurship, northeast Asia cooperation innovation, and intellectual rights protection.

Third, a working group for ministry coordination of national innovation demonstration zones will direct the construction of the Shenyang-Dalian national innovation demonstration zone.

In addition, departments under the State Council should give support regarding major projects, trial policies, and system and mechanism innovation.

Fourth, Liaoning provincial government should build a platform for innovation coordination and carry out implementation plans to advance construction of the Shenyang-Dalian national innovation demonstration zone.
