The State Council has approved a comprehensive innovation reform test plan for northeast China’s Shenyang.

The plan aims to turn the city into an advanced equipment manufacturing base with international competitiveness, which will lead the revival of the northeast industrial hub.

The plan called on the National Development and Reform Commission and the Ministry of Science and Technology to enhance coordination to deal with new problems in the reform test and sum up successes for promotion.

It also urged the Liaoning province to work with related departments and to create detailed measures to ensure the plan’s implementation.
