The State Council issued a statement on Dec 15 to further promote information disclosure on major construction projects, as part of efforts to build an open government.
Information concerning the approval and implementation process of major construction projects should be made public as much as possible, except for those involving national security, commercial secrets or personal privacy.
According to the statement, major construction projects refer to significant fixed-asset investment projects that are related to social-economic development and people’s lives, and are approved by the government.
Key information for disclosure includes application materials, approval results, bidding and tendering, land expropriation, major change in design, construction safety and completion.
Authorities at all levels and other stakeholders should release project information via official channels, websites, new media platforms and press conferences, and respond to public concerns.
Information disclosure should be timely and follow any legal time limits, said the statement.
