A provisional regulation for express delivery approved at a State Council executive meeting is now published, and will become effective on May 1, 2018.
The regulation was made to promote healthy development of the industry, ensure safe delivery, protect the legal rights of users, and enhance supervision over the sector.
Enacted according to the Postal Law and other related laws, the regulation applies to express delivery businesses, receipt of services, and supervision and administration of the industry.
Those who violate the regulation will be held accountable. Criminal cases should be investigated for criminal liabilities, while personal injury, property loss, and other damages should be compensated according to laws, the regulation stated.
