The State Council recently issued a circular, mapping out in detail how the lifelong professional skills training system is going to be implemented, which is aimed at promoting a high-quality workforce and boosting economic growth and employment.

According to the circular, urban and rural workforce across the country will enjoy exceeding inclusiveness and equality in fundamental professional skills training.

The State Council said China will strive to provide vocational training, and nurture high-end talent and millions of skilled workers.

Training for job-seekers and potential entrepreneurs will be widely emphasized, in a bid to foster employment and entrepreneurship, among whom university graduates, technicians, returnees, demobilized military officers, rural workers, laid-off people, redistributed workers, the disabled, and the rehabilitated will gain further attention, the circular said.

Additionally, professional skills training is open to enterprises as the backbone to undertake training activities with optimized incentive policies. Other social forces are also expected to pitch in to optimize the distribution mechanism of training resources.

There will be a preference for nurturing skilled workers and senior technicians. And vocational training programs will be centered on strategic emerging industries, advanced manufacturing sectors, and modern services, the circular said.

A multifaceted evaluation mechanism for skilled talent will be established, aimed at improving the evaluation system of professional quality, certifying system of professional skills, and assessment for specific professional capacities, among others, according to the circular.

The State Council also pressed for an administrative system based on a directory of public service items for professional skills training, and an improved and integrated incentive mechanism system of cultivation, evaluation, utilization, and rewards for skilled talent.

The mode of Internet Plus vocational training should be greatly furthered, in order to make training programs more accessible and available.

In addition, construction of a platform for training skilled talent, exchanging and carrying forward techniques will be in place. And all training entities are encouraged to participate in cooperation and exchanges regarding the opening-up policy and the Belt and Road Initiative.
