The State Council issued a circular on March 18 announcing their decision and to modify a number of items in 49 administrative laws and regulations related to institutional reform and transformation of government functions.

Those laws and regulations include Flight Management Rules for Foreign Civil Aircraft, Sino-Foreign Cooperative Education Regulations, Implementation Regulations of the Import and Export Commodity Inspection.

The modifications are to further the reform of streamlining administration, delegation of powers, to improve regulations and services, and to stimulate the innovation spirit and creativity of the market and the society.
